New PPIC Survey: Voters Inclined to Reject Prop. 98 and Support Prop. 99

Voters Not Fooled by Landlords' Hidden Agendas Scheme to Abolish Renter Protections and Rent Control

A new survey of California likely voters released March 26 by the Public Policy Institute of California (PPIC) found that 41% of likely voters would vote "No" on Proposition 98, while only 37% would vote "Yes". On the other hand, by a two-to-one margin (53-27), voters were inclined to support Prop. 99. Both measures are on the June 3 ballot.

California State HCD Director Lynn Jacobs will be hosting a series of regional meetings across the state to gather testimony and public feedback for a permanent source of funding for the state's housing trust fund.

Prop 98 Would Pose Threat To Affordable Homes

Prop 98 could pose a serious threat to California's affordable housing community.

Dubbed the "Hidden Agendas Scheme," Prop 98 would outright prohibit important affordable housing requirements such as inclusionary zoning and impact fees to fund affordable housing.

Prop 98 would also abolish rent control and eliminate even the most basic tenant protection laws that protect renters against unfair actions by landlords.

Sacramento Updates

It has been largely quiet inside the State Capitol as legislators and staff winnowed proposed bill ideas down to the dozen or so each member will introduce by next week's deadline. Speaker hopefuls pursed every angle this week jockeying for leadership of the Assembly, with the vote for that position now set for March 11.

State HCD Delays Releasing Infill Infrastructure Guidelines

The response from affordable housing advocates to the initial Infill Infrastructure Guidelines has caused the state's HCD to delay releasing the second draft.

More than 700 comments from 77 organizations were received by HCD. A very short comment period on the second draft is anticipated, possibly as short as one-week, with the NOFA expected shortly thereafter.
