Update: AB 2293 Passes State Senate Appropriations Committee

(SCANPH is sharing this news with our members via a communication we recevied from Julie Snyder of Housing CA) Good news! HCA's AB 2293 got off the Senate Appropriations Committee's suspense file yesterday on an 11-0 bipartisan vote.

This was a big step, as hundreds of bills didn't get off the suspense file. The bill was amended to require HCD to reserve/escrow permanent funds under MHP, TOD, and Joe Serna to provide a more solid guarantee to the construction lender.

New ULI Study: SB 375 Good for Economy and Environment

The Urban Land Institute released an SB 375 Impact Analysis Report which says that SB 375 could "accommodate growth in ways that are economically sound, environmentally responsible, and socially beneficial."

ULI, a developer-backed research group with 30,000 members worldwide, released the report at a TOD Marketplace event in Los Angeles. The report finds that SB 375 will "help California meet the shifting market demand for housing, allocate public resources more efficiently, and ensure a better quality of life."

Commission Adopts Final Guidelines for New Land-Use Transportation Plans

(from Housing CA.) On April 8, 2010, the California Transportation Commission adopted the 2010 Regional Transportation Plan (RTP) Guidelines. The revised guidelines reflect new requirements imposed by SB 375 (Steinberg, 2008) to link transportation and land-use planning in order to reduce greenhouse gas emissions.
