What Do We Mean by Housing First?

Emerging in the early 1990s, the term's basic premise is that homeless and at-risk people and families are best served by moving into permanent housing, with comprehensive services provided to help them with the challenges they face in their lives after they have a permanent place to live, rather than housing them first in shelters or transitional housing as a prerequisite to moving into permanent housing.

Each affordable housing project has a voluminous set of documents, such as loan agreements, regulatory agreements, promissory notes, deeds of trust, and assignment agreements from multiple lenders. There are enough documents to make your head spin! At best, it is a headache to read through all these documents.  At worst, these documents are so intimidating and confusing with pages and pages of legalese that they are ignored.

HUD's New FY2008 Income Limits Documentation System Now Online

This system provides complete documentation of the development of the FY 2008 Income Limits (ILs) for any area of the country selected by the user. After selecting the desired geography, the user is provided a page containing a summary of how the final FY 2008 ILs were updated and developed starting with the 2000 Census benchmark and including update factors from Bureau of Labor Statistics Data (BLS) and American Community Survey (ACS) data. The tables on the summary page include links to complete detail on how the data were developed.

Important Change in Shelter+Care Program Regulations

Making the HUD McKinney-Vento Homeless Assistance Program More Practical to Communities Creating Supportive Housing:

Until now, the HUD Shelter Plus Care Regulations required supportive housing developers to complete rehabilitation or construction work within 12 months of notification of a Shelter Plus Care grant approval. In several cities across California, and primarily Los Angeles, this restriction imposed undue burdens on the development of supportive housing.
