House Housing Subcommittee to Hold Second Hearing on SESA (SEVRA)

(from Memo to Members of the NLIHC) The Subcommittee on Insurance, Housing and Community Opportunity of the House Financial Services Committee has scheduled several housing hearings for September. The subcommittee will hold a second hearing on the draft Section Eight Savings Act (SESA) bill on September 23 at 10 am. SESA is the House Republican version of the Section Eight Voucher Reform Act (SEVRA), which did not pass in the prior Congress.

House T-HUD Mark Up Put on Hold

(from National Low Income Housing Coalition) The Transportation, Housing and Urban Development (T-HUD) Subcommittee of the House Committee on Appropriations was scheduled to mark up its subcommittee bill on July 14, but cancelled the markup just days before. The markup has now been postponed until September at the earliest. The Subcommittee's allocation of $47.7 billion was 14% lower than the FY11 T-HUD appropriated amount. In order to craft a bill within that spending cap, the subcommittee would have had to dramatically decrease or eliminate funding for numerous programs.

H.R. 2441, the Housing Trust Fund Elimination Act of 2011, was passed by the Subcommittee on Capital Markets and Government Sponsored Enterprises (GSEs) of the House Financial Services Subcommittee on July 12 on a party line vote of 18-14. The bill, introduced by Representative Ed Royce (R-CA), would abolish the National Housing Trust Fund (NHTF) as well as the Capital Magnet Fund.

Obama Administration Establishes White House Rural Council

(from Memo To Members, the National Low Income Housing Coalition) An executive order issued June 9 establishes the first ever White House Rural Council, with Agriculture Sectary Tom Vilsack as chair. The White House news release says the purpose of the council will be to "coordinate programs across government to encourage public-private partnerships to promote further economic prosperity and quality of life in rural communities nationwide." HUD is one of 23 federal agencies on the Council.
