ESSENTIAL JOB FUNCTIONS

Under general direction, performs highly specialized, independent and complex assignments related to the development and construction of various Commission, Housing Authority, or County-funded projects. Assists management in establishing goals, planning, coordinating and implementing targeted goals and objectives.

Provides project management for the development and construction/rehabilitation of various community projects, including, but not limited to commercial facades, public housing, affordable housing, community centers, libraries, childcare centers, parks, and other community facilities. Project manager should have skills in all phases of project development, including feasibility analysis, preparing and tracking development budgets, planning and entitlements, managing design consultants, procurement, bidding, contracting, construction administration, project close out, and post-construction evaluations. Project manager must be proactive and capable of resolving complex problems expeditiously.

Additional responsibilities include collaborating with various development team members, including owners, design consultants, developers, contractors, and other public agencies. Preparing and facilitating Board Letter processing and approvals. Providing for entitlement research and coordination with other County Departments for various projects. Provides regular and timely briefings and project status updates to Management, Executive Teams, and Housing Commission concerning all projects in area of responsibility. Project manager may perform other duties as required. Regular attendance is an essential job function.

The Architectural/Engineering Specialist IV is a supervisory position that also includes the following duties: coordinates and monitors Housing Management's Capital Fund Program for Public Housing; plans, assigns and supervises the work of assigned staff to support defined schedules and deadlines; prepares annual performance evaluations and makes recommendations for appropriate performance-based salary actions of assigned staff. This Architectural/Engineering Specialist IV position is a member of the Division management team.

Requirements

Candidates with education and/or experience equivalent to a Bachelor's degree from an accredited college or university in real estate development, planning, architecture, construction, real estate finance, business administration or a related development field; and five to eight years of responsible experience as a project manager in a public agency, private company or other development-related field. Broad knowledge of and experience with the development process and ability to read construction drawings highly desirable. Ability to effectively manage owner's construction projects within specified quality, budget, and schedule. For the Architectural/Engineering Specialist IV, the candidate must be able to effectively manage people and projects to achieve agency goals; previous supervisory experience is highly desirable.

The successful candidate must be able to communicate effectively, both verbally and in writing, and have hands-on project management skills in developing and constructing projects. Candidate must be able to use Microsoft Word and Excel. A working knowledge of Microsoft Project is highly desirable.

Possession of a valid California Driver's License, a satisfactory driving record, and a reliable insured vehicle are required. A check for criminal history will be required prior to appointment.
