CEDC’s core program areas are: development of for-sale and multi-family rental housing for very low, low, and moderate income families; homeownership education, counseling, loan packaging, and lending; property management; and community building and neighborhood revitalization. Incorporated in 1981, CEDC has impacted Ventura County and coastal California through the development of over 1,200 affordable for-sale and multi-family rental homes; management of 554 affordable rental homes; providing education, counseling, and lending services that have assisted over 300 people into home-ownership; and leadership development and community empowerment opportunities. Housing Development Program Philosophy The CEDC Real Estate Development Division operations are based on the practice of community building principles. Project Managers, in addition to being technically competent, must possess strong community facilitation skills. Managers must be able to engage neighborhood residents in cooperative dialogue as part of the process of determining appropriate affordable housing products. The CEDC Real Estate Development Division has developed over 1,200 family rental, for-sale, senior and farm worker homes. Position Description: The Cabrillo Economic Development Corporation (CEDC) is seeking an experienced Affordable Housing Project Manager to add to its affordable housing development team. The Project Manager, as part of the development team, manages the development process under supervision; determines feasibility; identifies and analyzes development opportunities; secures entitlements and finances; develops and maintains budgets and timelines; manages the development team; and represents the CEDC in public. Duties and Responsibilities: • Organize, schedule, monitor and manage multiple housing projects • Represent the CEDC before community groups, elected officials, local government representatives, lenders and development consultants. • Engage in community outreach for proposed housing projects • Develop project pro formas and financial scenarios • Obtain public and private sector financial support • Make sound judgments about housing development proposals and feasibility • Coordinate with CEDC staff and Board members Qualifications: • Bachelor’s degree • Knowledge of federal and state affordable housing programs • Three years of full scope affordable housing project management experience • Ability to communicate effectively, both orally and in writing • Excellent computer skills, including Excel and Word • Knowledge of real estate practices and principles • Comfortable working with intangibles • Patience, persistence, and a person of integrity • Strong interpersonal skills necessary to work effectively with a wide variety of people and organizations • Valid California drivers license, automobile liability insurance, and transportation for use at work is required Preferred Qualifications: • Master’s degree in urban planning or relevant field • Bilingual in English and Spanish LICENSES & OTHER REQUIREMENTS: A valid California Driver’s License and proof of automobile liability insurance.
