Enterprise Program Officer


The Enterprise Southern CA office is seeking a Program Officer to join our growing team working on California Cap and Trade resources to advance sustainable communities, including affordable housing.  This position will work with a statewide team to deliver resources and technical assistance to internal departments, community based organizations, investment partners and public agencies competing for funds from the state’s Cap and Trade Programs. S/he will primarily focus on the Affordable Housing Sustainable Communities (AHSC) Program, with occasional complementary work on neighborhood scale green and transit-oriented development implementation.

In coordination with other members of Enterprise’s team, the Program Officer will deliver project support to affordable housing developers, community based organizations and public agencies in Southern CA. S/he will report to our statewide AHSC Program Director (based in the San Francisco office) and closely coordinate with the Program Directors in the Los Angeles office. S/he will leverage Enterprise’s extensive tools, policy expertise, technical skills and organizational strategies to support the design, financing and implementation of capital projects that meaningfully integrate quality housing, public transportation, public infrastructure, urban greening and green building materials. 

Job Responsibilities

This position will work in close collaboration with all members of Enterprise’s statewide technical assistance team, Market Leaders and various National Enterprise staff. As appropriate, the PO will also collaborate with the technology team on projects to streamline technical assistance (TA) delivery systems, develop new tools and protocols, and produce media content.

The PO’s management of Enterprise’s AHSC TA requires high attention to detail, the ability to work in fast paced environments and project management expertise. Specific activities the PO is responsible for executing as part of our AHSC Practice include Program Promotion, Guideline Clarification, meeting facilitation, coordinating developers, identifying financing gaps, and scaling up use of Enterprise’s proprietary Project Pipeline manager application.



  • Support the Southern CA office in shaping and carrying out high-quality AHSC technical assistance
  • implement AHSC TA program throughout Enterprise’s Southern CA market area
  • Coordinate with and provide support to VPs and the Sr. Director for ongoing projects, new opportunities and special projects.
  • Coordinate with state and federal Policy team staff
  • Conduct research and present findings  in succinct ways
  • Project manage special projects and facilitate relationships to make them enduring
  • Work with the Director of Development to develop proposals, track grand funding commitments and spending, and ensure timely reporting.
  • Work with the Communications team to update our collateral and develop new ones
  • Manage and oversee the work of 1-3 interns


  • Bachelor’s degree in city planning, public policy, public administration or other related field with at least three (3) years of relevant work experience. Graduate degree may be substituted for up to two (2) years of experience.
  • Extensive expertise in grantee and partner relationship management
  • Demonstrated experience in operational and programmatic budget development and management
  • In-depth understanding of non-profit finance functions
  • Demonstrated knowledge in the areas of housing financing, environmental sustainability, green building standards and/or energy efficiency in relation to affordable housing desired.
  • Expertise in one or more of the following areas: training and technical assistance; program design and delivery; grants management; transit-oriented development; professional writing
  • Experience with and knowledge of nonprofit program management, organization, project development, or implementation of community development programs.
  • Strong presentation, negotiation and interpersonal skills.
  • Excellent computer skills, including Word, PowerPoint and Excel. Proficient in helping local team with technology troubleshooting and skill building.
  • Salesforce experience preferred

Experience/Education: A Bachelor’s degree is required. A minimum of five years of progressively responsible experience in project management is preferred. Must possess excellent verbal, presentation and written communication skills. Must be able to travel throughout region on a monthly basis and via airplane 3-6 times every year.
