PROPERTY SUPERVISOR
Status: Exempt Supervisor: Property & Asset Management Director
ORGANIZATIONAL BACKGROUND:
Cabrillo Economic Development Corporation (CEDC) is a community development corporation serving Ventura and Santa Barbara Counties. CEDC's core program areas are: development of for-sale and multi-family rental housing for very-low, low, and moderate income families; homeownership education, counseling, loan packaging, and lending; property management; and community building and neighborhood revitalization.
The Position: Under the supervision of the Property & Asset Management Director (PAMD), the Property Supervisor will oversee the day-to-day managerial operations and systems at properties owned and managed by CEDC. Examples of responsibilities and duties include, but are not limited to the following:
Major Responsibilities:
o Oversee the day to day managerial operations at approximately 14 housing communities
o Responsible for compliance requirements at 14 housing communities
o In conjunction with the Property & Asset Management Director (PAMD, the Property Supervisor will share responsibility to hire, conduct performance evaluations, training, and termination of Property Management staff.
o Responsible to prepare annual budgets for the properties in the portfolio
o Responsible to obtain and review monthly, quarterly annual financial reports
o Responsible to ensure compliance to reporting requirements to funders, investors, lenders, etc.
o Responsible for preparation of physical needs assessment and implementation of replacements (capital needs assessment)
o Coordinate and oversee lease-up process and compliance.
o Conduct monthly physical inspections and audits at the properties
o Conduct quarterly property administrative reviews
o Review and approve Purchase Orders
o Ensure that Property Management (PM) staff meets accounting monthly requirements
o Respond to inspection and audit reports and ensure that findings of such are corrected.
o Work closely with PAMD on PM procedures and new policies.
o When needed and required, must coordinate and attend resident meetings.
o Other responsibilities assigned by the PAMD.
Required Qualifications
o Must have minimum 5 years in supervisory Property Management experience.
o Minimum 2 years experience working with Non-Profit Housing Management
o Must have 3-5 years of Tax Credit compliance experience; USDA Rural Development experience desired.
o Must have strong public relations skills
o Computer proficient in Microsoft platform (Word, Excel, PowerPoint)
o Experience in facilitating group settings, meetings, and creating and implementing leadership recruitment and retention programs
o Strong sense of professionalism
o Ability to multi-task, prioritize workload, and meet pressing and competing deadlines
o Positive attitude and ability to be a team player
o Sensitive to the needs and concerns of low-income persons
o Must have strong verbal and written communication skills
o Must have experience in speaking in front of a group
Preferred Qualifications:
• Bicultural and bilingual (English/Spanish), both writing and orally
• Experience working in the field(s) of community development, housing, and/or economic development
EDUCATION
2 years of community college
Minimum high school diploma
LICENSES & OTHER REQUIREMENTS:
Must possess a valid California Driver's License and proof of automobile liability insurance.

Commensurate with demonstrated work experience. Comprehensive benefits package includes HMO or PPO medical, dental, vision and long-term disability insurances.
