HCD's Lynn Jacobs Leads State's Permanent Source Campaign

Last month, Lynn Jacobs, director of the California State Department of Housing and Community Development (HCD), announced that she is leading the administration's effort to find a dedicated revenue source for California's housing trust fund. Director Jacobs is meeting with stakeholders throughout the state to gather ideas for funding sources, spending plans, and options for implementation through the legislature and/or the ballot.

In a complimentary effort, Housing California has joined a broadbased coalition to run the California Communications Campaign for Affordable Homes. The campaign -- focused on education -- will support the administration's effort to find a permanent funding source. The goal of the campaign is to "condition the environment" in the state legislature for both the permanent source campaign and all other affordable-home policy efforts.

To be successful in these advocacy efforts, more legislators need to understand the supply and demand imbalance and its impact on their constituents. California needs bipartisan support for state action on affordable homes and affordable-home "champions" in both parties.

Interest in the permanent source effort and communications campaign was evidenced by well-attended "Permanent Source" workshops at the Non-Profit Housing Association of Northern California (NPH) annual conference (San Francisco) and the California Redevelopment Association conference (Garden Grove). Housing California's Karen Naungayan joined Director Jacobs and others on panels to talk about the Communications Campaign and its role in the permanent source effort.
