The Corporation for Supportive Housing (CSH) is a national, nonprofit organization that helps communities create permanent housing with services to prevent and end homelessness. CSH advances its mission by providing high-quality advice and development expertise, by making loans and grants to supportive housing sponsors, by strengthening the supportive housing industry, and by reforming public policy to make it easier to create and operate supportive housing. CSH delivers its core services primarily through eight geographic hubs: California, Illinois, Michigan, Ohio, Minnesota, New Jersey, New York, and Southern New England (Connecticut, Rhode Island). CSH also operates targeted initiatives in Kentucky, Maine, Oregon, and Washington, and reaches many other communities that request assistance through its National Program staff.
The Position:
The Corporation for Supportive Housing (CSH) is seeking a Program Manager to staff CSH’s Returning Home Initiative in Los Angeles. The Returning Home Initiative is a multi-site, three year effort to demonstrate that supportive housing can reduce recidivism among homeless individuals with significant health problems, in New York City, Chicago and Los Angeles. The Program Manager will report to the Associate Director, LA and in collaboration with the Initiative Director, will coordinate the local re-entry work with other CSH re-entry work underway, including national and regional policy initiatives.
Position Responsibilities:
• At the direction of the Associate director and with support from the Initiative Director, shape and implement the Returning Home Initiative in Los Angeles.
• Assess the capacity of local government and non-profit organizations engaged in re-entry work. In collaboration with the Initiative Director, the national Resource Center and local CSH staff, provide needed technical assistance and conduct trainings and workshops.
• In collaboration with the Associate Director, and the Initiative Director, determine how available grant funds can best be used to leverage increased investment in re-entry programs.
• Cultivate and maintain relationships with key local stakeholders, including government representative, non-profit organizations, and TA providers.
• Collaborate with local staff and the CSH policy staff to identify public policy issues emerging from the re-entry work. Participate in the development of a policy agenda and engage key external partners in advancing the agenda. Participate on national or regional policy work groups.
• Assist the CSH Evaluation staff to implement an evaluation strategy for the Initiative.
• Participate as directed in staffing the Returning Home Initiative Advisory Committee.
• Develop funding action recommendations. Monitor grantee progress and compliance with performance and reporting requirements.
• Administer and monitor consultant agreements.
• Assist in the preparation of fundraising proposals to secure additional resources for CSH’s local re-entry work.
• Prepare reports for internal management, funders and the advisory committee.
• Moderate local travel and occasional national travel required.
• Perform any other department or organization duties or special projects as directed by the Associate Director or California Program Director.
Qualifications:
• Bachelor’s degree, or advanced degree in related field strongly preferred.
• Minimum of 4 years experience in one or more of the following areas: low income/supportive housing development and/or housing operations; housing-based supportive services; re-entry program design and evaluation; public policy and/or community development activities. Knowledge about re-entry programs and related public policy issues preferred.
• Familiarity with and/or interest in issues related to supportive housing including homelessness, low-income housing, finance, state and local policies, social service delivery, community development, mental illness, AIDS, harm reduction, etc.
• Eagerness and ability to manage a diverse set of tasks.
• Excellent verbal and written communication skills.
• Strong organizational, project management, interpersonal, research, and analytic skills.
• Skilled in facilitation, team building, forging collaborative partnerships, and developing and maintaining strong relationships within the supportive housing community, and in convening and engaging people from diverse groups and sectors.
• Must have the ability to work independently with minimal supervision, and be able to represent CSH in public forums with a high level of professionalism.
• Demonstrated ability to work effectively with professional staff, government agencies and community-based organizations.
• Eagerness and ability to manage a diverse set of tasks.
• Demonstrated proficiency in Microsoft Office Suite (Word, Excel, Access and Power Point).
