McCormack Baron Salazar (MBS), in partnership with Los Angeles Housing Partnership and Polis Builders, is developing a two-phased, mixed use development above the Metro Rail Station in the Westlake/MacArthur Park community of Los Angeles. The public-private joint venture includes the Los Angeles County Metropolitan Transportation Authority (Metro). Westlake/MacArthur Park is considered one of the city's oldest neighborhoods and was one of the first communities to see residential development.
MacArthur Park Apartments will locate its first phase on land adjacent to the Westlake/MacArthur Park Metro Rail Station. MacArthur Park Apartments Phase A will have 90 units and approximately 15,000 square feet of ground floor retail on 1.62 acres of land. In addition, the development will include 100 parking spaces for Metro commuters. The development will sit above the Metro Rail Line subway tunnel, which traverses the entire site. MacArthur Park Apartments Phase B will be located directly above the Westlake/MacArthur Park Metro Rail Station box and will have 82 units along with 17,000 square feet of retail space. Both developments will require special foundation systems that can distribute the weight of the buildings across station structures.
Additionally, a community room will be designed within each phase that could be made available for community events and other public programming. New public infrastructure such as sidewalks, curbs and gutters, street trees, and underground utilities will serve to enhance the public realm and beautify the streetscape. Special attention has been given to the treatment of Westlake Avenue, directly adjacent to the site, where multiple bus stops are consistently filled with commuters waiting for their next connection.
MacArthur Park Apartments is meant to serve as a catalyst to spur development within the local Community Redevelopment Agency adopted Project Area. MacArthur Park Apartments will have positive economic impacts on the neighborhood in the short- and long-term. In the short-term, the new construction will create employment opportunities with temporary construction jobs that can transition into permanent positions as apprentices and/or sub-contractors. In the long term, employment opportunities will exist in the management and maintenance positions for the residential development. In addition, there will be long term employment opportunities with the retail space.
Along with the economic benefits, the two-phase development will contribute to improving the physical neighborhood conditions. The development will bring new housing units that are affordable to families and provide a safe and clean living environment. This will help in the overall well-being of the residents and their families. The development will have youth educational services that encourage children to achieve their academic potential.
