Position Announcement
Director, Affordable Housing, CFLT
The California Community Foundation (CCF) is L.A.'s foundation. We've been around since 1915 and have more than $1 billion in assets. As the 47th largest foundation in the nation, we grant out the second biggest proportion of our assets - 17 percent - among U.S. foundations. In fiscal year ended June 30, 2009, we granted $191 million as investments in the future of our local communities. We have more than 1,600 funds whose donors chose us because of our personal service and expertise. In partnership with its donors, the foundation supports nonprofit organizations and public institutions with funds for arts, civic engagement, education, health care, human development and neighborhood revitalization programs.
The Community Foundation Land Trust (CFLT) is an affiliate of the California Community Foundation, established to create a range of affordable housing opportunities for low-income and working families in Los Angeles. CFLT works with public and private partners to contribute to the development of neighborhoods as communities of choice, and to create affordable housing. CFLT retains long-term ownership of the land it acquires to ensure the preservation of housing opportunity for generations. CFLT personnel are employees of CCF.
The Position
In close collaboration with the CFLT president, the Director, Affordable Housing, coordinates the implementation of the business plan for CFLT, and coordinates property acquisition, entitlement, developer selection and project financing activities for both rental and for-sale housing developments. The position involves evaluating new development opportunities, negotiating contracts and complex financial agreements, representing the organization in public settings, developing financial forecasts and overseeing the progress of predevelopment and financing activities with partners. Because CFLT acts as a unique hybrid of lender and partner, this position requires both excellent underwriting and project development skills. The ideal candidate will be able to underwrite a project and a proposed development partner for board approval, participate appropriately with the development team to ensure project milestones are met, and recommend corrective action when needed to preserve CFLT's investments.
Major Responsibilities:
1. Identify, evaluate and initiate acquisition of potential land trust sites.
2. Identify, evaluate and negotiate potential partnerships with developers and other organizations.
3. Coordinate in-depth feasibility analyses of potential developments.
4. Develop standard financial formalities for use in project feasibility reviews.
5. Support the strategic capacity of the land trust to leverage new opportunities and address challenges.
6. Coordinate and direct activities of various consultants including appraisers, architects, soils and civil engineers, attorneys and financial investors involved in the development process.
7. Maintain contact with public and private lenders involved in both specific transactions and CFLT's acquisition funds.
8. Review plans and specifications with developers, asset and property managers to ensure that CFLT construction and maintenance standards are identified and met.
9. Develop project budgets, review progress and requisitions for payment on early-stage construction activities such as site clearance and demolition, and obtain timely payment for vendors.
10. Identify and implement alternative strategies when needed for nonperforming projects.

Qualifications:
1. Experience: 5-10 years related experience, preferably in real estate, affordable housing production and finance, architecture, urban planning, business management or related field is required.
2. Education: A master's degree in community development, urban planning, real estate, business administration, architecture or similar field is strongly preferred. A bachelor's degree with more than 7 years of experience may be used to meet this education requirement.
3. Leadership Skills: A proven ability to make well-reasoned decisions in the best interests of the organization for the present and future, and the ability to work collaboratively and effectively with individuals of diverse backgrounds is essential. Good team management skills and an understanding of political processes are also required.
4. Technology: Mastery of all Microsoft Office applications with an aptitude and willingness to learn specialized foundation software and database programs are required.
5. Communication Skills: The successful candidate will possess superior interpersonal, verbal and written communication skills. Conversational fluency in a second language spoken by CFLT constituents is highly desirable.
6. Organizational skills: Excellent organizational skills and attention to detail are essential with an ability to prioritize work effectively and adjust to multiple demands. Extensive experience in creating and implementing realistic timelines and project budgets is required.
7. General: The ideal candidate is highly motivated, with the ability to work independently, take initiative, participate as an effective team member and a proven ability to follow tasks through to completion.
Compensation
This is a full-time exempt position. Starting salary is dependent on experience. A generous benefits package is provided to all full-time staff. Please note that relocation and interview travel costs cannot be reimbursed or paid by the foundation.
