This Request for Proposals (RFP) is being issued by RESTORE NEIGHBORHOODS LA, INC. (RNLA) to qualify experienced property managers to manage primarily 1 - 4 unit foreclosed properties in South LA and the San Fernando Valley.

On occasion, managers may also be asked to manage larger buildings. RNLA will purchase properties in bulk from loan servicing companies and/or mortgage lending institutions (Sellers) as part of the Neighborhood Stabilization Program (NSP).

I am pleased to provide for your review a set of draft Guidelines for the Affordable Housing Innovation Fund - Loan Fund. This Fund has been named the Golden State Acquisition Fund. The Department has started a 30 day comment period for your review and comment which will end on October 16, 2009.

The attached Guidelines when adopted will provide the process and the particulars for the selection of the Fund Manager to operate the Fund.

The California Public Utilities Commission (CPUC) has allocated $108 million to the Single-family Affordable Solar Homes (SASH) program to help qualifying low-income homeowners install solar electric systems. SASH's goal is to increase the number of solar homes and to reduce low-income homeowners' electricity bills without raising household expenses.

Environmental Justice Small Grants Program

The California Environmental Protection Agency (Cal/EPA) Environmental Justice Small Grants Program is now accepting applications for a third round of funding. $250,000 will be available during this grant cycle, with each project qualifying for a maximum of $20,000.
