SCANPH's Property and Asset Management Working Group (PAMWG) is presenting the 1st Brown Bag of 2008 Emerging in the early 1990s, the term's basic premise is that homeless and at-risk people and families are best served by moving into permanent housing, with comprehensive services provided to help them with the challenges they face in their lives after they have a permanent place to live, rather than housing them first in shelters or transitional housing as a prerequisite to moving into permanent housing.
